"The QB Situation is... Complicated" Tier

13. Los Angeles Rams
14. Pittsburgh Steelers
15. Cleveland Browns
16. Atlanta Falcons

Despite Aaron Donald's retirement, the Rams are in a good position entering the NFL Draft. But the team's future depends on Matthew Stafford's health and whether Jimmy Garoppolo can be a competent backup. The defense could still be one of the NFC's best, especially with a slew of defensive back additions this offseason.

Pittsburgh made some splashes at the quarterback position, adding both Justin Fields and Russell Wilson to the fold. The Steelers' defense is amazing on paper, and they could carry an average offense far in 2024. The new coaching additions under Mike Tomlin should offer a much-needed breath of fresh air.

Cleveland thought they had a quarterback solution for years in Deshaun Watson. The former Texan has been a disappointment in his Browns' tenure, though. He still gained Jeudy as a pass catcher, and Cleveland has a great defense and the impending return of Nick Chubb. This team seems okay on paper, but the questions always arise after Week 1.

The Falcons are probably the most improved team this offseason, namely after signing Kirk Cousins. The veteran quarterback should offer stability for first-year offensive coordinator Zac Robinson, especially with a plethora of targets. Raheem Morris' defense should stymie most competition, but the offense needs to hold up its end of the bargain.
