Are Oakland Raiders guilty of tampering with Calais Campbell?

Are the Oakland Raiders guilty of tampering? Bruce Irvin’s tweet could seem that way.
The legal tampering period of NFL free agency is open, which allows teams to talk to agents and sort out possibilities of deals and the like. But the hosting of a free agent visit is definitely not allowed.
Phone calls? Absolutely. Some negotiating here and taking offers there? Having Calais Campbell in the building in Oakland? No way. Yet that’s what Bruce Irvin’s tweet seems to intimate below:
@Campbell93 in the building today and that 93 locker waiting on you! Showww would look good in that silver and black! #comehome #darkside

Then again maybe not. Is this a case of Bruce Irvin, a pass rushing linebacker for the Raiders, pointing out the locker near him and telling Campbell that he could be playing with him? Again, hard to say.
So … maybe this is just that he’s looking at a 93 locker? Trying to persuade Calais Campbell. Makes more sense. https://t.co/4T7YvOjzA6

Campbell is one of the top defensive lineman available in free agency this year, and he would be a huge addition to any team adding him. The Raiders were already putting together a fierce front seven, but adding Campbell to the mix would certainly help that line take things to the next level. Just last year, Campbell had 8 sacks, 2 forced fumbles and 1 interceptions.
