16. Cleveland Browns

The Browns are honestly a sad story. The fans are terrific, the legacy is excellence, and the current team is a rancid dumpster fire. This is the worst team we have seen on paper since the 2007 Detroit Lions, who went 0-16. Cleveland has a real shot of hitting that mark with the schedule being brutal, the roster being terrible and the coaching staff being new once more.

Cleveland would be very lucky to win three games with this team. In fact, should head coach Hue Jackson win five or more games, he should get legitimate consideration for Coach of the Year.

15. Tennessee Titans

The Titans finished with the worst record in football last season, and it doesn’t look like the team has done much to climb out of the cellar. Tennessee does not have much talent around quarterback Marcus Mariota, unless you are really excited about Delanie Walker and DeMarco Murray.

Head coach Mike Mularkey has never led a team to the playoffs at either of his stops and he won’t do it here, either. The Titans are a lousy team without much hope of being good on the defensive side of the ball. It is going to be another tough campaign for Nashville.
