My understanding was that Cottam had issues with his blocking last year. He is so tall I think it is hard for him to get lower than the other guy thus losing the leverage battle.

Cottam has decent speed, but in my opinion he is a little too off in running routes. I say give Moaki the starting position, he is already a good blocker and can catch the ball.
